engine dilemma

I made a post recently about an engine knock being a possible broke flywheel in a sbc 350. It turned out the flywheel checked out ok. I investigated a little further and found the knock seems to be coming from either the #1 or #3 cylinder. I took the valve cover off and found that the fourth push rod from the front of the engine was moving up and down but was not turning like the rest and was extremely hot to the touch. Hot enough to burn your finger while the others were just warm to the touch.
My dilemma is I need to be able to get this car moving because of new city ordinances concerning vehicles in our yards that are not tagged and inspected. The cars that are on your property have to be running, driving vehicles or the citations will begin.
I don't have the funds right now to tear this thing down and fix it properly in the next two weeks before the city starts controlling us......lol
My question is, would it be possible to tear it down and at least find out what the knock is and perhaps patch it so I can at least move it around in the yard in and out of my carport? I wouldn't need to get it out on the road, just be able to move it around to keep dogs off my back. I don't want to cause more damage trying to move it around with the knock it has. I intend to rebuild the engine at some point but I just can't do it right now.
I do have a 283 out of a 65 elcamino that is a running motor but is smoking, I guess I could drop it in there temporarily to get it moving.
I really just wanted to ask about patching up the 350 before I made a move with the 283.
Any thoughts or advice would be much appreciated.

I thought Texas had adopted the SEMA model law that allows an inoperable project car to be stored on private property as long as it's kept out of ordinary public view by means of fencing, shrubbery, etc., but maybe they haven't yet.

Some cities won't bother you if the car's under a cover, but that might not pacify a truly professional harassment officer. A friend of mine was told that his city's officers are not allowed to touch a car cover to look underneath for a tag violation, but some cities specifically allow them to do so.

Find a copy of your city's ordinances and see what they actually say, as opposed to what some know-it-all tells you they say. Might be as easy as googling the name of your city and ordinances. If not, call the code enforcement office and ask them where the ordinances can be found.
