Back the springs off and see if it rolls first.
Why would you tighten all of them down at the same time????
I would have had it already set on number 1 tdc and previously turned the crank a few times after I set put the timing chain back on. And starting at number one ...I would cold lash those 2 valves only....one full turn of the crank and do the next and then the next 2 valves.....so on
With each valve setting the engine gets incremetaly harder to turn....
If suddenly it no longer tuns over by hand .... you know you got a problem and what the problem is. Simple mechanical methodology.... the order of your assembly is mixed up.... I mean ...missing a step...eg: "Turn the engine at least one rotation after each step."...
Did you change the lifters too? or pushrods? Is it a racing cam??
You trying to build it up so it blows up better?
You didnt give us much to go on.
