Sounds as if the float adjustment did not go well maybe? I would start with checking float level or look down in the carb to see if there is an abundant amount of fuel coming out of the top end of carb. Did it run better than this before the rebuild?

Regulate your fuel pressure to 5 psi at the carb inlet.

This can be caused by Float level too high, fuel pressure too high, needle stuck open in seat, ignition timing set too low, major vacuum leak.
Where did you set the idle mixture screws upon reassembly?

i set the mixture screws all the way in then backed out 2 turns and set floats at the 7/16 gap like manuel said and even tried pluging all vacum portsand still had no change but havent tried regulating fuel presure

There really is a lot of things that can cause this problem like the other post have mentioned. The first thing I would do is take some carb spray and spray into the carb to see if it boggs down or speeds up to determine if you have a lean or rich condition as close to an idle rpm as possible. If it speeds up spray around the top of motor to check for vac leaks.

idle bad

you might have a crack in your intake or a bad vacume leak that is letting yousuck in a lot of air .

Be sure the choke is fully open once the engine is warmed up. Also set the initial timing to about 10-14 w/o the vacuum advance added in.

Start by adjusting the idle mixture screws using a vacuum gauge or tach to get the fastest idle or most vacuum at idle. This will need to be done w/the engine at a normal idle speed though.

To get a normal idle speed, look at where the curb idle screw contacts the throttle arm to be sure there actually IS contact there- if not, the choke fast idle screw may be contacting the fast idle cam or there may be bent, out of adjustment or incorrectly assembled choke components.

If none of this helps the idle ( which wouldn't be too surprising considering it did this w/two different carbs), you'll need to look elsewhere for vacuum leaks, etc. as mentioned above.
