If you are talking about the alternator belt, yes it can make a difference. Low voltage will cause the ignition to be weak and your electric pump to pump less.

If it has the juice to start the engine shouldnt the battery have enough power to run the pump and ignition system? It does sound fuel related. Did you check the fuel filter? Needle stuck in the seat? Floats low?
