Talking exterior

I am restoring a 1971 NOVA,i have come to the fuel tank and was wondering if anyone knows how to get undercoat off the tank.i dont wanna buy a new one because of the budget,but the old undercoat is crackin in spots.the tank otherwise is in good shape.i have the sending unit out and inside is clean.is there a chemical or something?a wire brush dont work to well!i noticed carb cleaner cuts it some,but i would like to not spend all day on it.should i just scrape the loose stuff and reundercoat???

The only thing I can think of is to use a putty knife and lacquar thinner

I have done a few using paint stripper. I used the strongest I could find and a puddy knife. Oh yea, this assumes the take was removed.
