Falcon Gas Guage

I have checked all wiring, replaced tank,sender & constant volatage regulator. Guage will still not register. I checked guage with 3 volt battery and guage works correctly. The guage will register with the constant voltage regulator revoved from dash panel, not sure if registering correctly. I assume when regulator is attached to dash panel,it puts a ground on it! What can I check next. This is on a 1964 Falcon.

Yup, to work correctly the regulator needs to find a path to ground through the instrument cluster or whatever it is mounted to. Make sure the dash panel is well grounded.
