A little thing but very important...do you have a GOOD ground cable hooked up between chassis and engine block? As Tech pointed out everything in his post. Just start at the beginning, and as asked are you sure you have the crank and cam gears lined up?
You may have to take some of it apart to check things but it's better than just cranking away and wiping your cam lobes off. A fresh engine needs to fire pronto to get the juices flowing and break in that cam.
