First time to buff paint

Im helping my friend polish his car he had just painted it and I was wondering if I had to use rubbing compound first?

Ok and I guess we Gota fix some spots he painted he used the basecoat clear coat system he tried to polish it himself and I guess he burned through the clear down to paint I'm not sure wat ratio he used for his clear but do you think its fixable?

How many coats of clear does it have? I hope a least 3. Because if its less than that he can straighten that out now since he's going to have to reclear those spots. He needs to do a search on here an learn how to cut & buff.
