Fitting a 34 grill insert

Its me again. Since I last posted I have installed the 2 rear fenders the rear gas tank cover both inner front fenders
and the 2 running boards. Now I am up to the 2 front fenders I installed the 2 front fender and tried to put the grill shell in place Of course it is not even close to fitting. So I have a couple of questions, does the grill shell fit inside the inner fenders or on the outside of them? And does it make sense to fit the grill shell to the inner fender first without the front fenders in place , put the hood on and fit it ,then install the front fenders? Any help or pics would be great. By the way this is a Bebop body , TCI chassis and a aluminum craft grill shell.

the grille fits inside the inner fender panels.

since you are trying to mate parts from 3 different manufacturers this will be difficult to say the least.
