Flasher Woes

I have a 2000 chevy pickup and lately there is a noise coming from under the dash which sounds like the flasher for my signal and emergency lights. I checked the taillights and nothing is flashing but this noise just keeps coming back randomly. Nothing else appears to be wrong except for this noise which is totally annoying. Any ideas?

buddy of mine has a 93....does the same thing....or atleast it did.

Now it happens when turning the key on and off. and its gotten LOUD!

as far as I can tell its the door in the ducting under the dash.

turn the key on....it clicks for about 10 seconds then quits and everything works fine then when you turn the key off it happens again.
