Do all flexplates for a chevy 350 have to have a weight welded on it?

No.

All one piece rear seal engines have a balance weight, with a different amount of imbalance for a 4.3, 5.0 and 5.7, so make sure to get the right one.

Of the GenI SBC, only the 400 engine had an external weight in stock configuration. Any external engine can be converted to an internal balance engine wand would then use a neutral, or unweighted flywheel.
