If you are using stock Ford retainer plates then the retainers must go on the axles before the bearings are pressed on. The axles and bearings will fit through the hole in the center of the brake backing plates. The backing plates will be sandwitched between the retainers and the housing ends. The bearings will stick out of the housing ends the same amount as the thickness of the backing plates so that the bearings will be flush with the backing plates when installed. The retainers will hold the bearings and axles in the housing with 4 T bolts and nuts. If you have the standard sealed ball bearings then you will need to install axle seals in the housing ends befpore you put the axles in. If you have the tapered roller bearings then the seals will be on the outer side of the bearings. DO NOT use axle seals in the housing ends if you have the tapered roller bearings.
