Ford starter/flexplate

I installed a 302/fmx into my 1955 willys truck.I put a new starter in the truck.Well,i thought the starter was a bit loud when it cranked over,maybe it was loose? so i checked it.Nope it was tight..it was working so i left it alone.NOW it was getting louder,then it reached a point where it would engage the flexplate teeth.What i found was that roughly 80% of the teeth on the flexplate are literally ground off,so the truck wont turnover at all.Im in the process of yanking the engine and replacing the flexplate.Im being told that i needed to shim the starter,But none of the parts stores seem to know anything about ford starters needing to be shimmed,I never have needed to shim any ford i ever drove,never had starter issues like this.Do i need to shim a starter for a plain old 302/fmx?..and again i have asked parts stores for a shim kit.but they cant seem to find such a thing for fords until the 90's vehicles
