Paint stripper and it would be preferable to have the nose piece off of the car when using that stuff..Once it is clean then use an adhesion promoter on it to be sure the new paint sticks..

You might try to soda blast it. I did my 51 F1 and it takes paint off but won't hurt chrome or glass (not that I have the glass in it I tried a scrap piece to see what it would do) so I doubt it would hurt the endura front end.

Don't use paint stripper on urethane bumpers, they swell up and it can cause some major adhesion problems.
Call your local Keystone dealer and see if their bumper remanufacturing department can media blast it for you. You can also have the repair and primer it. The best primer I've found for these old urethane covers is SPI epoxy, after the repairs are completed I scrub the part down with a grey scotchbrite and Ajax cleanser wet, rinse well and then clean with SPI waterborne wax and grease remover. The adhesion is unbelievable and the epoxy stays flexible.
