Frame Insulator Lower

Hey guys, I need your help once again. On my van a 1992 Tranpsort it seems that the lower Insulator has fallen/rusted off. Now I dont know how to fix it or even if I should be driving with it broken. 1) Can I still drive with it fallen off?? The bolt is still intact with everything else just the one insulator has fallen off. 2) How do I go about replacing it?? Do I just remove the bolt get the new insulator and a new bolt and bolt it back on?? Please I need your help. This is my only vehicle and well I have to work and everything so I must fix this asap. Thanks guys hope you can help me out!!!!
