Fuel Filter Full?

This should be easy but i have been wondering. On my inline fuel filter coming out of my STOCK pump and into my edelbrock 600 carb, Should the filter be COMPLETELY full of gas? Like it looks like its just full of gas and no more can go in? Like a water hose? Its one of those typical clear fuel filters that have the little plastic filter. I think spectre makes it?

I`ve seen some that did, and some that didn`t, there`s a few factors here, I ran the one your running before and it too stayed full a majority of the time, it doesn`t have the restriction of the bigger plastic paper filters, but it also don`t filter as well as the paper filter does. fuel pump volume and pressure both play a role also, fuel line size, etc. as long as your car performs the way it should and you don`t have any flooding problems, there`s no worry.

I was just wondering because mine doesnt stay full and i was wondering if that was a need for a better fuel pump?
