Fuel gauge repair

67 GTO fuel gauge not working anybody ever rebuild one, or should I jus replace it?

Probably easier for you to replace it.
Did you test it to be sure the gauge is the problem?
If the coils are bad , they can be re wound, but you need the same size enameled wire, and the correct length as it has X ohms per foot, and resistance is the key to accurate operation.Also you need to make a note of the direction of the way it was wound, and how, as far as it is wound, how each stack of windings starts, either at each end or has a transfer style wind etc that starts the next layer at the same end etc.

Test light at tank reading 12 volts, sending unit showing good with omh meter and grounds good, reading good at gauge but gauge shows full all the time, maybe stuck shows full at all times even with out power.

No ground = gauge reading full scale. Might want to take another look.
