Fuel pump question

I have a stock SB350, with a stock fuel pump and a carter carburetor. I have a clear fuel filter before and after the fuel pump. I noticed the fuel filter before the pump looks almost empty, however, the one before entering the carburetor is completely full. Is this normal? I just installed a new fuel pump recently, I just thought both of the fuel filters would contain the same amount of fuel.

Typically the one before the pump will remain partially empty.
