That looks like a clutch from some type of go cart. There should be some type of pressure controlled throttle .
I doubt it has any type of pressure controlled throttle because I dont see any wires or hose going from the tank back to the motor.
Would it be possible that the pressure building from the compressors make the motor idle down?
