I believe you are wrong and that is not a symptom of the real problem. An inline plastic filter will be only partially full (maybe 1/4 or 1/3) while the car runs. A glass bowl may be similar.

The problem - if there is one - may be in the carburetor.

Is the glass half full, or half empty? Are you a pessimist or an optimist?
