Yes, you glue fabric to sew foam as well as vinyl to sew foam. Fabric is fabric, whether it's vinyl, cloth, leather,suede, ultraleather, or ultrasuede. The only reason you glue it in the first place is to hold it in place so it doesn't shift as you're sewing it to the sew foam. That's why I use foam glue instead of contact adhesive to do this job. Foam glue is not so unforgiving. It will release with slight pressure. If you need to re-position something, it can be done very easily. There are lots of foam glues available in aerosol form. You should be able to find some at Home Depot or Lowes or any of the home improvement chains. You can use contact adhesive if you like, just spray a very light coat.
