What did your "donor engine" come out of?
The last year of production for the Oldsmobile "Ninety Eight" was 1996, which made me wonder about your cam and crank sensors. The cars OBD-I for sure. The OBD-II looking port is probably stock. I've seen a couple 95 GM's set up like this before in person. It's commonly referred to as OBD 1.5. You can use this link to help you check the codes:

Without seeing the car and actually scanning it or otherwise diagnosing it a wild guess would be a defective MAF. The will exhibit the condition you explain. The other thing is if it hydro locked and antifreeze got into the cat it could be plugged. This will also act like a rev limiter. I would recommend you take it to someone with the proper tools to diagnose the issue.
Cleaning MAF sensors only works about 50% of the time. Some vehicles will run with the MAF unplugged. You may want to try this.
