Is this a glass hood ??? I always remove the hinges and latch and see how well I can get it to fit the hole first THEN start installing the hardware... if you cant get it to fit without the hardware you'll never get it to fit WITH it...I have some wedges I made from wood to slide in the back of the hood to raise or lower it and adjust the front adjusters to get the hood as close as possible then you got to twist ,bnbd and hammer it into submission...when you get to lay flat on all four corners thats when you start with the hinges but you have the right idea about rotating the hinges . a shim in the front hole will raise the back quickly and show you which way it needs to go but wallowing out the hole will give the hinge a lot more adustability and NO shim where the hinge meets the hood...
