harmonic balencers on ford 5.0's?

I was wondering why ford has 50oz, 25oz and neutral counter balances on there harmonic balencers? I know the 302 engine is externally balanced, but how can you tell what oz of counter weight you would need when replacing an old harmonic balancer on a 1983 ford 302? and what does the counter balance really do? can you put a 50 oz or 25 oz counter balance on just any 302?

2M & 2MA crank castings are 28 oz imbalance, 2MAE is the 50 oz imbalance crank but generally, 81 and newer 302's have the 50 oz balancers but you can never tell when it comes to what Ford did. Make sure what the flywheel is...they need to match.
