Sounds like you have a shorted socket for the multi filiment bulb that is both the parking light and the turn signal. The parking light circuit is feeding back to the directional circuit somehow. I would check to make sure someone didnt put the wrong bulb in the parking/turn signal socket. A single filament bulb will short both circuits together and cause exactly what you are talking about. It could also be wiring issues but I always check the simple stuff first.
