I'm not sure what you are talking about, can you post a picture?

O.K., I got it now. This is a roadster and you want to put upholstery over the area from the passenger door to the driver's door. I call it a padded collar. There's a dozen ways to do it, what do you want it to look like?

Do you want real tuck and roll, or just sewn in pleats?

The first thing you need to do is attach some strips to the inside and outside of the collar area to attach the pleated fabric to. This can be wood or plastic if that's more available to you. It only needs to be 1/2" to 3/4" thick. You can cut it in narrow pieces like 2" wide on the curved areas. It needs to be about 4" top to bottom on the outside and inside. Once that is in place, you need to pad the whole collar with foam, about 1 1/2" thick and relatively firm. Once the padding is on, you attach the pleated fabric to the wood at the bottom of edge underneath on the outside and pull the pleated fabric and foam over the top and attach it to the bottom edge of the wood on the inside. You will have to make allowances in the corners of the pleated fabric for the turn you will be making. The pleated fabric will have to be narrower on the inside and wider on the outside to make the turns. Once you have all that done, you can glue some pleated fabric to the inside wall below the collar and down to the floor.
