help brake problems

I know their is a lot on this site about brakes, but couldn't find my question. My streetrod always had a really rock hard high pedal. The car has a Mustang II front with 70's ford brakes The brakes locked up, I cracked the bleeders and it was still locked. After smacking the calipers with a hammer they freed up. I assumed the calipers were getting stuck. Purchased new calipers and the pedal is still hard to push when bleeding even with the bleeders open. The lines front and rear are all 3/16, new master cylinder, checked for kinks in the lines, none, proportioning valve seems ok. Any suggestions with test procedures. see additional info below

brakes

forgot to mention that the brake pedal can be lifted so there is no pressure on the master cylinder piston. these are mechanical brakes and the MC is for mechanical brakes with front disc and 1" bore and large rear resovoir for front brakes
