Help identify this tool!

I recently was given a small "blue point g 188 starter snap ring tool" anyone have any idea what application this tool does? My digital camera battery took a dump, so I can't send a picture right now.

On old Delco starters. The shaft that holds the starter drive has a groove in the end. A snap ring enclosed in a two piece housing (like a washer and a hollow washer together) sets in the groove. The tool slides the snap ring on the shaft and allows the housing to slide over.
