Post Holes in throttle plates

I have an Autolite 2100 carb with a small hole drilled in each throttle plate. I know some big cammed cars need this but mine dosen't. I don't know if this was they were when new, but I want to fill the holes in to correct a slightly high idle. Can these holes be filled with JB weld or solder?

many cars in the seventy-eighty era had drilled plates stock, this was used to meet emission rules,you could solder them closed, but that is probably not your problem, you most likely have a partially restricted or wrong idle bleed or passage.
