Yep. That's a great carb for a mild SB. It'll give you sufficient power and good economy. You'll want to make sure you spend A LOT of time just simply adjusting your idle mixture screws to make it crisp. Also, you'll want to play around until you find the exacty vacuum secondary spring you need. Don't forget having the right squirter is necessary too.
I have one on my truck. It's been a good carb. Mine was new, but make sure you get a good rebuild on yours. Don't let anyone tell you it's not any good for a mild street setup.
I can't answer you last question. I'm familiar with this style of carb having a transfer tube, and ONE inlet. Hmmm....
