holly 650 no full return

I have a holly 650 on a stock ford 302 intake an it recently started giving me problems with a vacuum leak between the carb and the spacer so i changed the gasket of coarse but when i put it back together and tightened it all down i no longer get full return on the throttle it stays open just enough to leave my idle at 1100 rpm instead of 800. If i loosen it back off then i get full return but also a vacuum leak ..could i be getting flex somewhere that is binding the throttle rod .?????I even went as far as replacing the gaskets again in case the gasket was faulty but wound up with the same problem ...
I have the right slack in the throttle cable so that's not the problem either
and i put on a brand new return spring (as well as retrying the old one) and still have the same problem.. not sure what else to try.....the carb is 8 years old now could it just be time for a complete rebuild ?????? thanks for any help

Check for warped venturi base plate warp-carb mounting pad warp, binding of the throttle shaft(s) and/or possible catching of venturi plates on base gasket.

Try to find problem with linkage disconnected. It may also be a binding bell crank or throttle cable.
