Are you sure the rockers are 1.7? And if you are sure, are you also sure the rockers are for a small block Chevy? The reason I ask is the SBC come w/1.5 and you don't often see 1.7 rockers being used on a SBC. They do come stock on some Ford and BBC engines, though- but those will not fit a SBC head.
A 1.6 rocker can give you slightly more area under the curve, so could potentially have a positive effect on performance AND mileage. But an accurate set of 1.5 ratio rockers would be my first choice for ease of use and reliability.
