Check for stuff binding linkage etc...Look down the throttle bores andf make sure they aren't hitting the sides of the throttle holes in the intake.
If it only sticks after you've had you foot in it hard, then its the secondaries sticking.
If its mechanical sec it should be slamed shut by the machanical linkage.
But if its a vac secondaries, with the motor off, open the throttle up this will allow the secondaries to open, then open the secondaries by hand and see Whats holding it open. You won't be able to tell by reving the motor cause the secondaries on't open unless the motors under load.
I had a Q-jet once that allmost killed me when the secondaries stuck wide open at 110mph.Had to kill the motor and stop without power brakes and dime lights. Turned out to be the secondarie lockout was getting stuck on the choke riser blockoff on my performer intake.

Also check your choke maybe its sticking on high idle or its out of adjustment. Not sure about the electrics but I don't think the manual chokes on Holleys can possibly go on high idle once the butterfly is open.Of course my choke has been open for 4yrs without ever using it so I dunno.

Sounds like worn throttle shaft bores, if you can wiggle them their shot.

New carb or a rebush.
