Generally the form of the louver makes up for the loss in strength from the pierced hole, but yeah too many of them or having them in a flat area, things can get a little flimsy or warped.
It's good there's no bracing in the way, otherwise you just cut it out and weld it back in.
Didn't find any in NC with a quick search, just the normal-type fab shops that you probably wouldn't walk into with an old car hood. Me I'd ask a hot rod shop if they knew anyone, if nobody here does.
