This is unfortunately the problem. Our experience in the US is unlikely to be applicable to your situation. Even worse, here in the US, automobile titles and registration are a state responsibility, so there are essentially fifty different sets of requirements. In all cases, these various state laws have been written mainly with the focus on catching title fraud as relates to stolen automobiles. Given the small numbers of hot rodders as compared to the general public, most state laws are written to accommodate "normal" title and registration activities with new and used cars. A few of the more enlightened states (California, for example) have enacted title and registration laws intended to accommodate exactly the situation you have described. These are usually known as "specialty constructed vehicle" registrations or street rod registrations and are intended to accommodate both kit cars and cars built from parts as you intend. In nearly all cases, there are a series of forms that must be filled out, you must present proof of purchase for the parts you used, and the car must be inspected by either the state's Department of Motor Vehicles or a representative of the State Police. If everything checks out, a state-issued VIN tag will be attached to the car and a title will be issued with that VIN. Good luck.
