Exclamation How can I fix this

check out the pic. Any suggestions. Thats a Tar undercoating because I am worried about rust. What can I put over top of it to make it look a little better. Please suggestions appreciated.

Dern Vern, what is that? I ain't seen ugly like that since I walked into the shower and my first wife was in there. It has got to go. I'd say you're not too worried about rust anymore. The cure, for my money, is hard work. You got to scrape it off. Putty knife and some kind of heat source. I don't think paint stripper will touch that.
