how do i attach the bottom of the panel?

i'm welding on my first piece of patch panel, and i want to make sure i know what i'm doing.

when i replace the piece on the inside (behind it) how do i attach the two at the bottom?

do i just punch holes and plug weld them?
if so, how many and how far apart?

i was just going to use about five or six, or every two or three inches on that lower flange, is this correct?

Factory spot welds were about an inch apart....I would make them at least that close
