How do I find out if a valve is stuck?

can I remove my valve cover and turn on my truck(1990 k1500 350 5.7l tbi ) or maybe handcrank it and what r the valve cover bolt torque specs? thanks guys.

Valve covers don`t torque, you just snug them. I would do the hand crank idea, as when it`s running the motions maybe too fast for the eye to detect.
You could also try a compression test on the suspecting cylinder.

Hook up a vacuum gauge, every time that valve should have closed as commanded but didn't there'll be a drop in vacuum which will then recover and repeat on the next cycle.
