How do I prep new parts?

I'm not entirely sure if I'll be doing the final prep and paint on my car but it sure looks like it. Anyways, I had a bodyshop weld and primer my new quarter panels and do some metal work on a door jamb corner. I am reskinning a door and also have new fenders and valance that are painted black from the factory. What do I do with these new panels? Should I:

1) Sand them down with 100 grit just to have a surface that bites, degrease, rinse then primer OR...
2) Completely strip that black paint off, rinse, degrease, rinse, treat with zinc phosphate, rinse then primer?

If the black comes off with lacquer thinner, you should remove it. If it doesn't, it's probably e-coat and you could red scotchbrite it and prime it with a good 2K urethane or epoxy. If it's good e-coat it's the best thing the metal could have on it.

I agree with crashtech, test it with lacquer thinner, if it holds up it is the best thing for the metal. Just scuff it up and shoot it with 2K primer and block sand.

i never paint over the black primer coat from the factory. call me cautious but i have had problems when i first started with the black primer wouldnt hold.im sure the primers today are better but i still reprime all new parts. because new parts have flaws, and if you are like me i want to make sure it is perfect.no matter what.
