how do you clean hidden fender areas

I am doing body work on an old car and will paint it later. In the meantime, what do you guys do with preparing the inner fenders and area in the back between the rear inner fender and the inside of the rear quarter panel. I do see some slight surface rust and would like to clean it up. This is mostly a hidden area. Do you reach in there with sandpaper and get it as good as you can? How do you coat those areas to seal them/

Yeah, I'll knock all of it out that I can with sandpaper and/or an assortment of wire wheels/brushes that I have for my drill and dremel tool, just get as much of it out as I can any way I can if I'm not going to disassemble anything. sometimes I'll coat it with Corroseal primer after I'm done knocking it off.
