HOW TO HELP!!! horn contact ring or clock-spring

i have a 92 saab 900, the previous owner changed the airbag steering wheel to a non airbag wheel, but had bypassed the horn with a button on the dash.
i want to sell the car but the buyer will only buy if the horn is in the wheel.

do i have to put an airbag wheel in, or can i do something to make the horn work with a non airbag wheel. apparently the wheel on there is the wrong kind.

i have an airbag wheel without the bag, but there is no clock-spring. so it will cost too much for my pocket book to buy an airbag and a clock-spring.

any ideas?

I am not exactly sure what you mean by "clock spring". Probably you can get some sort of adapter from Idit or Flaming River, or you could put an air bag wheel back on without the air bag.

I think I know what you mean by the clock-spring. If I am correct in my thinking this is the spring plunger that sits about the 2:00 position that makes contact when you depress the horn button. If all that is keeping you from selling / buyer from buying is the horn, I would look into an aftermarket steering wheel / adapter kit and go that route or check a few salvage yards for one that would fit. BTW why did the previous owner remove the airbag wheel? Was it wrecked previously? The airbag removed should not have anything to do with the operation of the horn.
