How to Make Caliper Mounting Plates?

So, just how does one go about making caliper brackets?
I ask since I'm trying to make caliper mounting brackets/plates for a rear disc conversion using 3/8" plate and spacers on an 8" rear using Lincoln LSC calipers like the type Currie makes HERE .

Does the rotor have to sit in the middle of the unloaded space between the caliper pads?

The pad opposite the piston should be just touching the rotor. Other than that make sure the bleed screw is as straight up as possible to let all the air out.I also recommend grade 8 fasteners.
