It depends on what vehicle you are talking about but I am a firm believer in using EFI Live. You can do just about anything you want to with this program and not have to install any "chips". Yeah, it costs a little but if you plan on keeping the car and have the time to fiddle with it, EFI Live is the program of choice. Once you learn it, you'll love it.
