Question How to restore the cowl

would anybody have a few suggestions on how to restore the cowl??? Ive removed the sheetmetal covering it, and i have a replacement, but im not really sure what order i want to restore it in. I was going to clear out all the rust, prime it, paint it, install all the windshield wiper motors and joints, then sand, prime, and paint the bottom of the replacement and rivet it down. I know if i weld it on then the paint i just put on would bubble, chip off, and eventually start rusting again. My 81 Silverado actually has a removeable cowl, would anybody know if that would be a better way to go???

Being that there are all kinds of cowls and different types of repairs for them, it is adviseable to provide information on the vehicle worked on. Responding to someone that says to follow the posting guidelines, with PM's attacking them personally, does nothing to advance your knowledge. General questions to get many different responses, trying to cover every different type of vehicle, is not the proper way to post.
