how: rust remove from a gas tank filler tube

what is the best wat to get rust out of there. i thought of using muratic acid. once i get it out of there how or what do i use to seal it and make sure it doesnt come back

is the filler tube separate from the tank? if so, electrolytic removal is probably going to be the easiest option without worrying about acid eating all of the metal.

what can i use to seal it back up so that it doesnt rust. Needs to be something that gasoline wont eat up over time
