nope, it would be like clearing over a burn through from buffing, the base has to be put on first...
If it can still feather back (with a DA) and if its only a couple spots you can feather it and rebase it (sometimes) but usually ALL the clear has to come off...A razor scraper is what I usually use but be careful not to scratch the base too much or too deep...

Biggest problem with a power washer is controlling the spray. I have removed a lot of clear with a non osha approved air blower. depends on how bad the clear coat is.

I have wondered if it is the clear failing, or is the UV attacking the base coat and the surface of the base coat is degrading, breaking the bond to the clear.

They usually only peel down to the stripes because thats where the direct sun really cooks the clear....since its mostly the tops that peel and the clear always turns whitish first, its my opinion that its actually the clear and its mostly because the clear isnt thick enough....Then theres the repaints that turn white and peel and those I have to blame the base either being cheap low end type that was applied too thick and not completely curing before being cleared or mabee from adding reducer to the clear ....Then again you have the dodge peelers and those are definetely an epoxy primer problem...So theres a few causes depending on what you have....air blowers work pretty well, razor scrapers also work well if your careful........BUT...I know a little trick and all I'm going to say about it is one thing, Can you say Gorilla glue duct tape?????????? 10 times stronger than regular duct tape??????
