the house panel is a 250 amp panel.

the driveway is 4" concrete. bare dirt on either side.

Is that the actual rating on the box or is the main breaker 250 Amp?

Look at the main breaker at the top of the panel, that is the true indication of what Amperage is fed into your house.

the main breaker is two 125 amp breakers.

panel

i sound like an old panel. there are some out there that the first 125 feeds the top of the panel and the other feeds the bottom. or it could be one 125amp feeds 120v to one side and the other feeds 120v to the other side. take the cover off to verify. ether way you should be able to put a 100amp 2pole breaker in that panel and run 4 #2 pieces of thhn copper through 2'' PVC pipe. the pipe is Grey and is for electrical feeds. the home depot will help. the reason i use a lager pipe, it helps getting it through the LB's. i will enclose a picture of the last panel that i installed. it is a 200amp main- 100amp sub-with a feed to the garage with another 100amp sub. in Michigan you can have a sub panel up to the size of the main beaker. in my case qty 2 100amp sub panels.

In VA your sub panel can be the same size as the main breaker also. If you think about it, there would be no reason to run one larger than the original main breaker anyway. The main breaker would trip before the sub panel would.
