Like everyone said sand it off but use an 80 DA and nothing finer.
When you have it all off Wash the area with a "waterborne wax and grease remover" instead of a solvent-borne, wipe dry and let set 15-30 minutes and with a blower and tack rag tack the metal and spray your epoxy.
You need no pickles at all.
