They did eventually, but I think by that time the traffic was deadlocked. It is virtually impossible to turn the southbound lanes north within the city and out to about 5 miles or so because they can't block off all the access ramps. Eventually as you got away from the city they turned them all north, but IMO they didn't do it fast enough. They also should have had fuel tankers and porta potties pre-positioned. Not to second guess the authorities because they did a fantastic job, but there are lessons to be learned.
