I can blow through Residual Press. Valves does mean bad?

I have 3 residual pressure valves that I am installing in my car for the brakes. I can blow through them and see right through them too. I was expecting to see a check valve or ball but can see right through them. Is this right or do I need new ones? They are 2lb blue ones. Any info would be appreciated. Thanks.

they should be free flow one way and residual pressure the other way
see thru, i don't think so.
